Pba urethane rule - This information suggested to the USBC this was done possibly intentionally by design as older Urethane, while getting softer, was to a far lesser degree. Speculation- They will probably add a rule to test urethane balls after a set number of simulated games. Basically the hardness rule is creating a loop hole for manufacturers.
